Rebecca Hocking is an experienced lawyer and government advisory specialist who understands the nuances of the commercial and political environment that her clients operate in.



The forward-thinking and comprehensive approach taken by Rebecca is highly sought across the three tiers of government.
Rebecca works closely with project teams, and in-house legal teams, to support her clients in delivering for their stakeholders and making a positive impact for the community.
After working within government for two decades, which included leading legal and procurement divisions, Rebecca grasps the micro and the macro needed to deliver the legal solutions to allow her clients to achieve project and policy objectives.
Rebecca has an extensive and wide variety of experience, including:

Advising in relation to strategically significant government projects and transactions

Chief Procurement Officer for a Statutory Authority, responsible for leading compliance with the Victorian Government Purchasing Board mandate

Drafting and negotiating commercial contract arrangements and inter-government arrangements

Implementing a centre-led procurement governance model and risk based procurement framework

Advising on probity and confidentiality issues and compliance with the Victorian Government Purchasing Board policies and procedures

Reporting to Board and Audit Committee on procurement activities including the performance of strategic contracts

Providing advice on projects across the full procurement lifecycle including market engagement, sourcing, contract award, and complaints management

Leading the delivery of multi-million dollar ICT tenders and contract negotiations

Working with project teams to deliver ICT projects in relation to infrastructure services, outsourcing and systems implementation

Providing advice, drafting and negotiation for the Whole of Victorian Government eServices Agreement, IT Infrastructure Register, and other IT contracts

Advising on and working with other statutory authorities in a shared-services IT model.
